HONG KONG, Oct 25 (Reuters) - Hong Kong's efforts to revive its shrinking stock market are mere stopgap solutions, as analysts say a reversal in fortunes for Asia's premier financial hub would not be possible without a major improvement in China's economic prospects. With a market value of around $4.3 trillion, Hong Kong is home to one of the top-ranked stock markets globally just behind those in the United States, Japan, China and Europe. New share offerings in Hong Kong have fizzled. Local media reported that a record 47 of the 638 trading participants on the Hong Kong exchange shut shop last year. Chinese firms listed in Hong Kong, such as tech giants Tencent (0700.HK) and Alibaba (9988.HK), comprise the bulk of the turnover on the Hong Kong exchange, leaving Hong Kong hostage to China's fortunes.

London CNN —The UK has abandoned a cap on bankers’ bonuses, in its latest push to boost the competitiveness of London’s financial industry following Brexit. “A bonus cap is not routinely imposed in other leading international financial centers outside the EU,” the regulator added, noting that the cap had been identified as “a factor in limiting labor mobility.”The UK government has long been opposed to the cap and believes that lifting it will help shore up London’s position as an international financial hub. Brexit made access to Europe’s vast market for financial services more difficult and costly for UK-based banks, and London has lost some business to cities such as Paris, Frankfurt and Amsterdam. Britain’s financial regulators have since echoed these concerns and the PRA said Tuesday that scrapping the cap would better align pay with performance. The UK government has come under increasing pressure to deliver post-Brexit benefits for London, the center of Britain’s hugely important financial services sector.

“She is having so much fun onstage” was the surprised thought that ran through my mind as Lauryn Hill kicked off her Ms. Lauryn Hill & Fugees: “Miseducation of Lauryn Hill” 25th Anniversary Tour at the Prudential Center in downtown Newark on Tuesday night. Perhaps Hill was also amped by the high stakes of the performance. Earlier this year, her Fugees group mate Pras was found guilty for an illegal foreign influence scheme, leading some to predict that this full reconciliation of Pras, Hill and Wyclef Jean would be their final tour as a trio. Or maybe, I was projecting glee back onto her since this was the first of her concerts at which I’ve felt fully at ease since attending her initial solo tour back in 1999. Every time since — including when I bought tickets to her performance at the Montreux Jazz Festival in Switzerland in 2009, only for her entire European tour abruptly canceled — I’ve been disappointed by her inconsistency.

Other "enhancements" to capital rules include adding environmental and social factors to external credit assessements of banks by credit rating agencies. Banks would also be required to identify whether environmental and social factors are triggers of operational risk losses, EBA said. "Improving the quality of data on environmental risks is a key priority as most recent data may not yet reflect environmental risks in full...," EBA said. The watchdog will develop in-house "metrics" to help it supervise environment-related risks at banks. More comprehensive revisions to capital rules to reflect climate risks will be considered for the medium to long term, EBA said.

LONDON, Oct 8 (Reuters) - Embattled British bank Metro (MTRO.L) announced a 325 million pound ($396.5 million) capital raise and 600 million pound debt refinancing on Sunday, after a weekend of urgent talks to bolster its balance sheet after a volatile week of trading. Metro Bank had sought to shore up its finances after a string of setbacks in recent years, including accounting errors, leadership departures and delayed regulatory approval for key capital reliefs. The equity raise was led by Metro's largest shareholder, Gilinski-owned Spaldy Investments, which contributed 102 million pounds. The Bank of England's Prudential Regulation Authority said in a statement: "The Prudential Regulation Authority welcomes the steps taken by Metro Bank to strengthen its capital position." Reuters reported on Friday that Metro Bank was set to discuss funding options with its shareholders over the weekend, after a proposal from bondholders earlier in the week was seen as handing over too much control.

London CNN —Shares in UK lender Metro Bank sank as much as 31% Thursday following a report that it was urgently seeking to raise funds to shore up its finances. Metro Bank opened in 2010 as the first challenger to Britain’s major main street banks — including Lloyds (LYG), Barclays (BCS) and HSBC (HSBC) — in more than 100 years. Metro Bank’s assurances did little to support its share price, which pared some of its earlier losses but was down by 31% again by late afternoon in London. The bank’s shares are down almost 66% since mid-September when UK regulators refused its request to change the way it calculates capital requirements on its residential mortgages book. Policies and practices that have disadvantaged Black Americans generation after generation help explain the racial wealth gap. Black veterans find it much harder to obtain benefits; one study finds Black claimants were twice as likely to have their applications queried. 1877Southern states begin enacting “Jim Crow” laws, which formalize racial segregation. The laws restrict civil liberties and limit job opportunities for Black people as employers relegate Black workers to lower-skilled roles. 1896The U.S. Supreme Court rules in Plessy v Ferguson that racial segregation is permissible.

REUTERS/Hollie Adams Acquire Licensing Rights企業 Bank of England フォローLONDON, Sept 29 (Reuters) - The Bank of England wrote to lenders on Friday to urge them not to underestimate the risk of loan defaults as higher inflation and increased interest rates hit more vulnerable borrowers. However, in its letter to lenders, the BoE said they needed to look beyond aggregate risks and should identify whether particular types of borrower had specific vulnerabilities. Banks, for example, could look at spending patterns in their customers' current accounts and whether they had fixed-rate mortgages which would soon need to be refinanced at higher rates, the BoE suggested. It said for business lending, banks should not rely on a broad sector-based approach to risk and instead should in some cases consider specific companies' liquidity risks.
